I have this coin and recently photographed it. The coin over all is in excellent condition. I was concerned at how "LIBERTY" and the front outside rim was struck. The white inside the letters is reflection. Any opinions would be welcome.

This looks like a "strike-through" situation, where grease was clogging the die in this area when the coin was struck.

Nice one and a 31S at that. A KEY date with only 866,000 minted.

Wow, a nice 31S with a strike through. The strike through also got the I in In. I bet you could get quite a bit for that cent on ebay.

Most collectors want the RPM or the Struck through error. Most don't want both on the same coin. I would view it was a distraction rather than a positive to me.
