In regards to coins, ebay used to allow replica coins, if they were clearly marked with the word COPY. The counterfeiters digitally added the markings so that the photo appeared to comply with ebay policy, but would send unmarked coins.
A few years ago, ebay changed their policy to allow NO REPLICAS of coins or bullion - period. But they failed to eliminate the category for them.
Here's a real life example of a "replica" sold on ebay, and a photo of the counterfeit coin received (I have dozens of these).

ps. With the category still there, sellers will put their replicas there and make it easy to find. As a seller, I would be upset when they removed my replica since they confusingly still have a category for replicas (who reads actual policy?).
