Those are remnants of die scratches. Look above the date you can see the die scratches that are fading. When the field is cleaned, it leaves these die scratches. They are all in the same direction. E-W. Near the devices the scratches do not flatten out as much as when they are in the open field. These fading die scratches above and around the date will disappear with more coins struck. But the ones near the devices remain a long time and sometimes get larger because of wear of the die.
