Do the coins get electroplated with their copper look before or after the are struck?

They are "struck" at the mint. Any alterations after that pretty much negates any value the coin might have unless it's bullion

And to answer the question....plating is always after. and it can be any metal. the most common done is gold with silver bring a close second.

So after reading about how some mint markers were removed then restamped and so forth; do they re electroplate over what they removed? Is it safe to say that's why we get some of those lingering post marks or whatever?

Cents get their copper plating when they are still just blanks and then they are sent to the mint for minting.
