2009 Mariana Quarter 'Trial Mark'?

I was looking in my bag of 2009 Northern Mariana Island quarters and found this one with a small round incuse mark on the reverse below the birds head. Also on the edge is an incuse impression all the way around. I'm wondering what this could be from.

The dot looks like a struck through debris and the edge looks like damage.

The mark on the outside edge of the reeds could be created by a coin counter damage or vending machine damage. Either way it is damage and does not improve the value for the coin. Just a spendable coin.

Certainly an odd duck (or bird). Does the ring around the edge into the reeding go completely around the coin?

Yes. The ring goes all the way around. Also this quarter was removed from it's original $25 Mint bag I purchased from the U.S.Mint 6 years ago. So, this quarter hasn't had it's opportunity to 'really' circulate yet.

Other than to be run through a counting machine to be put into the $25 dollar bag.

This ring also has dots bordering it. Maybe this could help figuring what this could be.
