I am thinking of buying one of the special issue 1994 Jefferson nickels.
On ebay I can see several which are in NGC holders. The labelling is 1994 P 5C SP 69 Is that the way the label should read? I am not too sure of what the SP 69 means.

It reads right. SP refers to the special finish,I think.

The SP means Specimen. They aren't business strikes but they aren't proofs either. The TPG' have called them several things, Matte PF, SMS, and Specimen. doesn't really matter what they called them they are all the same thing.
