Definitely not a #5.

The stem at 9 is wrong and the loop at 7 is also wrong..IMHO..

The inner hoop should be even across the inside of the 9 and not tilted more to one side or the other..

I agree, this is not a #5.
Given the abundance of crud on the coin, attribution is difficult.
This appears to be a low grade (VG 10) ensample of Dr. Haxby's obverse 625 / reverse P1b.
I find this rather common as I have a couple dozen of this variety.

Agree that it's not a #5. Every #5 (Zoell R2b) has a huge D/C at the R in Regina that comes out as a kind-of fork and travels back and up to the denticle (or down from the denticle to the R and then back towards the Gratia).
