Under magnification and embossing it can be faintly seen but there is a "1" there.

Probably a 1995, I can faintly see a five. Intresting filled die error there.

I would say 1991 or 92. It is a wide A M on this coin. The Close AM is on 1993 forward, unless it is a 1998 or 1999 Wide A M. But I think my first guess is correct. The 91, 92 coins were struck stronger.

If it's a 3, 5, or 9 (which is what I see) it's a Wide AM, too.

it looks like a faint 9 because of the bottom of the 9 is in the same direction and angle as the visible 9 also if you look close you can see the round section from a 9 also but don't quote me I'm not an expert.

madz; I'm seeing what you mean...now that you say that, it could be that the phantom serif/tail is a ding that's distracting me.

I was thinking that the "tail" was just a mark from a rim from another penny whacked it.

I tried to magnify the image but couldn't tell, but one way to see if it is a 99 is to check the bow tie. On 97-2000 cents, right above the knot in Abe's bow tie is a very distinct indented arc. Look at a couple normal examples and you will see what I am talking about. Then look on this coin and see if it has the indention. If you could validate this as a 1999 Wide AM, that would be a very interesting find.

Obverse design style dictates 1990 or 1991 ONLY. It cannot be 1992-date, the obverse is not right. No way it could be 1995 or 1999, the obverse changed before then...let alone it has the wrong reverse for those dates.

If I had to lay money on it, I would have to say 1991.

I think it's a 95 with some Machine Doubling in Liberty check closely.
