I believe what you are seeing is a case of Machine Doubling or plating issue. Could be a combo of both.

I'd go with the shelf like MD, rather than plating, just because there are almost no other indications of plating issues anywhere else.

If it were a RPM, then the upper part inside of the mint mark would show the same thing. It doesn't. But I'm leaning more towards the split plating. The split can make the plating rise a bit like this coin. Happened a lot on the pre 1990 zincolns.
