I've seen about 10 otherwise MS 1961 cents today that look like this. Is it just a filthy fingerprint or is there some sort of machine that causes this damage?
Finger print. The salts in perspiration cause the color to be lost. This happens on copper/copper zinc planchets and other denominations as well. The color is gone and it is a permanent mark now for this coin. Hold them by the edges of coins when holding them and don't drop them. that also damages a coin permanently sometimes. (fall on a hard surface)
