It probably is technically AU, but complicating that assessment is that it also appears to be an incomplete strike - with regard to the hair above Liberty's ear and the eagle's breast, the metal in those spots seems to simply have fallen well short of filling the die. The reverse in particular, with the breast missing so much feather detail yet the talons being completely crisp, is evidence for that proposition.
