Most of my rch have coins like the one on the left, but this one comes out of the roll and what the heck happened.
I am sure cleaned at some point in it's life but not recently due to the crap in the letters.

Any ideas on what did this to the coin?

It does look cleaned and not to long ago.

Not dipped, cleaned with a polish of some sort.

Looks over cleaned. The rim on the right side is also bent. Not a premium coin at all.
