The dates on these coins were written using "Russian numerals" which are a variety of Greek numerals, rather than Western-Arabic numerals (0,1,2,3,etc). This date is on the reverse (your top picture) and is the third line of the inscription. The date on your coin does indeed read "1711" (alpha-psi-iota-alpha, with the last two letters swapped around), the date on the coin used to illustrate the NGC page reads "1706" (alpha-psi-wau).

Your coin seems genuine to me.

You realize that it's double struck? Pretty neat. I believe it's genuine however may have been cleaned in the past.

@gxseries
i did notice it but I was realy thinking this to be a bad and crude fake
as you c the long lance the rider is holding, is only appearing once and I would expect it to be doubled?
and also I appears to be clipped?

Clipping after leaving the mint seems unlikely to me. This shape is much more likely to be due to the strip being fed into the coining press a little too agressively. The circular hole from the previous coin overlapped with this one. Also, copper has rarely been worth enough that such coins were shaved for a little arbitrage.
