what happens to the reverse of the coin cut across the vdb.

Tough to call. Could be PMD (post mint damage) from a coin rolling machine (not available in 1909), or the first attempt by the mint to remove VDB from the reverse.

What does this look like under a 10x or high power loop?

Yes it is the same coin.
So every one agree it is kind of PMD possibly from a roller?
I do not have the coin and hesitate whether to buy it or not.
