Given that there is no inscription or shield/ portrait, I would be inclined to think that it is a jeton (counting token).

It isn't actually a coin. It is a very early English jeton (probably 1300s-1400s), intended to resemble a mediaeval hammered silver penny (the collection of pellets in the quadrants of the cross indicate this), yet different enough in design that an unscrupulous person couldn't silver-wash it and try to pass it as a genuine silver coin. They usually have a coin-like facing portrait on the obverse; yours has the same design on both sides.

I have no idea what it can be, but is surely some kind of replica/jeton
There are some other coins that used the dots on their coins
