Yes I have a penny that has the Center of the lincoln mem. on the face like it was flipped over and done on purpose the rear looks like it should but on the front lincoln face has been stampped over with the center of the mem. Any ideas on what it would be worth its year is 1990

Unless somebody in the forum is knowledgeable of this particular error coin, we would need to see a picture of both sides. Error coins are a specialized field within the hobby and there are several in the group who collect them, but I'm not one. However, I do know there are quite a few counterfeit error coins out there, so any particular error must be approached with some caution; such counterfeits are often created by hammers or in vises.

Many such coins "are" done on purpose by people just having fun. Some do it to fool others. The only way to tell for sure, the devices (images) on the coin would be raised. To determine this, the coin would have to be viewed. (preferably in person).

If Lincoln is facing the wrong direction, someone put two coins together and using a vice or hammer, struck the coins causing the imprint. If Lincoln is facing the correct direction, you may have an error.
