I can tell you that the subject Rudolf Hawel was an Austrian writer 1860-1923. In 1910 he wrote a science fiction story set in the year 3907.

Medals with an author on one side and are blank on the other are usually "book medallions" - objects made to be inserted into the cover of a special edition of a book. I would assume that this is the case here as well. The book presumably dated from sometime around the date on the medal (1920).
