At least he is somewhat honest in his description.
Sometimes these get bid up by people who do know they are not genuine errors who have no intention of going through with the transaction. They bid it up to protect unwary buyers, so they can tell the seller off and leave negative feedback.

The color of the second set of numbers is way off.
The second overprints are not crisp like the first ones are.
While the treasury and fed seals are both applied in the third printing, they are applied by different machines so doubling of both is unlikely unless the sheet was fed through twice (very unlikely) in which case the second set of serial numbers would not be the same.
