I don't think this matches the "major" rpm for the date but definitely has something going on with the mint mark/date. Any thoughts?

Looks like a worn die to me not an RPM.

I agree. I see the same thing on the 4 in the date. Looks like it might be a reprocessed steel cent. It looks too shiny to be an original surface on the coin.
