Really hard to tell on the zincs. Could be an extra eyelid, or a plating issue, or a gas bubble or ?
I'm pretty new at this and is just my opinion.

There was a 1995 cent that had a die chip on the eye.

Is there a horizontal die scratch/coin scratch on the temple running to the eye area? That might be affecting what you are seeing. (can't tell from image if it is raised or incuse?)
