Here is a side by side of each coin.
1999-State-Quarter-DDR
Looks like VLDS die struck the one on the left and also added some machine damage on the devices. Seeing them side by side showed me the difference between the die states and what caused the devices to be larger on the tops compared with the other one. Thanks for the images guys, it made this decision a lot easier.
