I have seen similar doubling on other coins, but this looks a litte too pronounced and not quite the right shape. My guess would be a well placed die chip. I do however see a S/S/S. Nice find. I'm curious to see what others have to say about the date.

I'll place money on 'Well placed die gouge'.

I'm going thru 'The Authoritative Reference on Buffalo nickels (2nd edition) and it's not listing your coin.

The fact that I see s/s/s doubling, but nothing on the 'E' and 'C' directly above it should give you hope.
