I can see dropping the prohibition against allowing convicted thieves to sell items (but I would continue the circulating the list of convicted thieves. Let the pawn shop decide if they want to take the risk of buying from them or not.) After all the convicted thief can actually have property that he DOES legally own. But it makes no sense to move the data entry requirement from the pawn shops to the police. (Unless you want to allow the police to take possession of the property until they can get around to entering it into the database.
