Yes, it does appear to be far off to the left - they are usually dropped down like that though. It looks like there may be some Machine Doubling on the date and mm.

Well it is below the date and to the right of the bust and not touching the edge of the die. So it is within tolerance. They were hand punched until 1990 when the mint mark was part of the design for each mint. I'll probably add your image to my collection of strange positions for location/angle of mint marks. Thanks for posting this.
