1989 was the last years for RPMs. in 1990 they started with the mint marks on the master dies.

But... If there were doubling on the date and mint mark, it would be a DDO on a post 1990 coin. Here is the one example I know of:
Would-This-Be-A-Doubled-D-Mint-Mark?
But on this type of DDO on the mint mark the whole mint mark would be affected. Just not a small part like we some on some RPMs.
