The term is RPM, re-punched mint mark. However, RPM's ended in the 90's. This looks like MD to me, flat shelf-like doubling of the MM. You can see this on the right side of the '3' in "1993" as well

also and think the last year for rpm's was 1989

MD with split plating. RPM's ended in 1989,DMM should read RPM.

1990 was the start of the mint mark location on the master dies. That way the location would be the same for all dies. So it is true that RPMs ended that year with the removal of the mint mark punches and 1989 was the last year for them to happen because of the use of the mint mark punches. Both were correct.
