It is an issue with a poor rinse before the zinc planchet was plated. Sometimes referred to as orange peel in texture.

I don't think the ones with all the "dots" are called orange peel.

Tried to find the pic of a coin I posted with orange peel but could not find it. Found this one just now CRH,it kinda shows what I think is orange peel.
