I've been told grease, but perhaps this is a combo thing. Grease and proximity to the obverse features (high relief).

With the EPU so strong like the image I posted, I've agreed that it is a strike fill issue for the reverse. (the die is slight conical making the EPU strong.

But rechecking this for the OP's coin, it does show weakness on the EPU. So it maybe a Struck Through Grease issue. But looking at the tops of the letters on both images, on the devices, you see the tops on STATES as strong. The bust cuts off on the 'D' on UNITED:

So it could be one or both issues affecting these devices. But it is very common to see this area affected, so it adds no premium for this.
