This is the obverse of a 1992 loon dollar dated 1867-1992.
I'm guessing is just Die Deterioration, it's throughout the whole legend but the "A" looks cool to me, kind of like it's on fire.

An earlier post (sorry that I did not note the number) suggested that this is due to die wear.
