1890-H 1c "Puffy" Reverse Details...?

This coin is not currently in my possession, but I have a chance of purchasing it from a private collection (he's getting a second opinion on value before selling)

He allowed me to take photos through a unisafe gold-leaf album pockets. (one layer of plastic)

The obverse seems to have typical mintstate surfaces, with a large excess of carbon spots.

On the other hand... the reverse is where things get interesting!
All the design elements inside the denticles seem ... PUFFY ? Literally everything looks circular and rounded.
Also:
-the inner ring of beads seem to be thickly connected by extra material.
-the H mintmark isn't 'puffy' and seems regular compared to other coins.

I've heard of grease and other substances causing errors, but nothing like this.
I'm extremely curious!
Any Ideas?

That's neat especially the numbers in the date, not sure what to attribute thAt to, maybe deteriorated rev die because of the leaves, but I don't know. Nice looking coin. I dont believe it s a specimen or special strike. It's a nice one! Good old heaton mint!

That's a great gem perfect cent on an old tired worn reverse die..with a great obverse die..and showing a few d/c's in that obverse die..

The 1890's often have nice puffy rounded dates. ..but the leaves sure do lack much detail also..

Very nice red choice to gem cent with only one fingerprint showing a bit on the obverse..

The large leaves design was not very nice at best and all the features came out particularly "rounded" on the new matrix Wyon made for the cent reverse for the 1890 Heaton's issue. He had less than a year to live and that might have had something to do with the quality. In any case the rounded features are not unusual and the die is probably somewhat worn as well.
