I was told that store owners, with vending machines, used a painted coin to test for proper operation after restocking.When emptying,the coins they could easily find their "test coin.'

Likewise, bar and diner owners who have jukeboxes, before they went digital, would use marked coins to keep music playing. When the jukebox was serviced, they would take out the coins and separate out the bar's change.

Or it could have just been a bored person's project.

I've seen coins covered in all types of paint, from jet black to glitter nail polish.

Sometimes a customer would loose their money in a machine. The bar owner would give them/try the painted coins to see if it was working correctly. If it did, they would get the painted quarter back by the vender. If the machine didn't work, then they called the vender to fix the machine.
