These are part of an inherited collection I am working through. I believe they are 20 and 40 Reis Brasil coin, but I cannot distinguish enough of the legend to be sure. They also seen to be counterstamped. is that normal? Do they have any value as collectibles?

Definitely collectible. When Brazil gained independence in the 1830s, the country was apparently hit pretty hard by deflation. As a result, the old royal coinage was recalled, halved in value, and re-issued. I have a 40 reis on an 80 reis host, but it's in rough shape. Your coins are probably in the $15-45 range each.

Both these are official counterstamps as part of a currency revaluation.

This first is 20 Reis K282 (host coin K202), my older Krause lists as $8.5 in F.
The second is 20 Reis, from the state of ICO. There were 11 types. I would have to get a better look and weight to be sure, but it looks like the host coin was a Brazil 80 Reis from the 1820s or 30s.
