Part of me says au55 BN the other part says ms64 BN.. is that a scratch on the obv.. or some kind of Retained Cud?

This coin has no Cuds (those occur on the rim).

I assume you mean what your seeing in the hair? That is just the way the light is reflecting, there is nothing there. The toning extends over the bright spots.

Cool on the Cud info as I'm not very lnowledgable about that.. actually what I am seeing is below the bow tie and up at the rim its below the last T in trust actually looks like two lines

I have a question. The surface seems uneven. Is it caused by the light? I am afraid it could be slapped with altered surface tag if so. I saw bulges on the obverse on this lighting conditions.
