To me it doesn't look like the horizontal part of the L was rubbed off by PMD what do you think.

hard to tell on a coin like this, from this pic it looks
like a circulated cent.

To me ....
1st - The most logical thing that happen, was that
it happened after it was minted.

2nd - Might be a Grease Filled Die

3rd - Could be a weak strike, but I am not feeling that.

just my opinion

I see an issue with a partial blockage of grease on the 'L'. Note the foot is missing and the upright looks wider. Two things you would expect from a Struck Through Grease error.
