At first I thought it might be upside down too. It's shown my way in Kann, but it's shown your way in Bruce. Both good references but each it's own way. So that's another detail I need to get right- Kann way or Bruce way? It's likely it can also be found elsewhere online shown the Bruce way. You know the symbol at 9:00 in my picture is just so out of character with every Mongol or Manchu word I've ever seen. I mean so many consist of circles and dots and this guy has multiple and separate horizontal lines- I don't know what to make of it. But thanks for the reply. I penciled in Fung and Bao on my paper and that gets me farther along to decode this item. So far I think I have Kuang Hsu Fung Bao so I can work on variations of those words. Fung can be Feng, Bao can be Boo and Kuang Hsu can be Guangxu.
