Well, it's not silver. Looks like someone took a belt sander or something to it. Gotta be damage of some kind, though I'm no expert either. One of the old guard will weigh in here soon, I'm sure.

It's damage. That "silver" is actually zinc exposed from someone sanding the coin, removing the copper plating in that area.

Left to the elements, that coin has a great shot of disappearing. Exposed zinc deteriorates.
