Image is too small to see what is going on there. The image should be in the 800-1000 pixel width to help us see what is there. But when an edge of the bust or shield is affected, it is usually machine damage. If it is just inside the edge of these larger devices, then it might be a doubled die. But I would still like to see what you are looking at.
