Detail seems EF-40 to me. The reverse color especially looks a little "off", presumably the result of an old light cleaning. I'd guess PCGS gave it a net grade of VF-35, with no problem noted.

Ignoring the scratched on the face, would the marks at star #2 on the obverse cause a details - obv. damage on its own? I have a draped bust half that earned itself a details grade for very similar looking marks.
