This is not a coin at all but a fantasy/ charm piece.

Someone else may be able to read the inscription.

It seems an ancient Chinese coin replica, for the fist AD centuries probably.
The characters are mandarin Chinese.
I think that coin is confectioned like a decorative thing comonly seen in Feng Shui system.

It is a commemorative medal.

The Chinese inscription written in seal script on the obverse side (first image) is meant to imitate that of an ancient Chinese cash coin. The inscription reads xiang gang tong bao. The first two characters usually refer to the reign title of the emperor on a coin. In this case, however, the characters xiang gang is the Chinese name for the city of Hong Kong so the meaning is "universal currency of Hong Kong".

The reverse side (which is upside down) has the inscription xiang gang shi jie mao yi zhong xin hui which translates as "Hong Kong World Trade Center Meeting".

One of the four "ovals" has the Chinese characters xiang gang meaning Hong Kong.

The other three ovals are meant to represent North/South America, Europe/Central & South Asia, and East/Southeast Asia & Australia.

Some websites mention that this commemorative medal was made in 1972 while others state 1976.

Prices seem to be in the range of 150-200 yuan ($23-$31).
