It is a commemorative medal.
The Chinese inscription written in seal script on the obverse side (first image) is meant to imitate that of an ancient Chinese cash coin. The inscription reads
xiang gang tong bao. The first two characters usually refer to the reign title of the emperor on a coin. In this case, however, the characters
xiang gang is the Chinese name for the city of Hong Kong so the meaning is "universal currency of Hong Kong".
The reverse side (which is upside down) has the inscription
xiang gang shi jie mao yi zhong xin hui which translates as "Hong Kong World Trade Center Meeting".
One of the four "ovals" has the Chinese characters
xiang gang meaning Hong Kong.
The other three ovals are meant to represent North/South America, Europe/Central & South Asia, and East/Southeast Asia & Australia.
