Just busted this out of the package yesterday and noticed this-can't see it being a contact mark from edge of another coin being in govt package still or could it? Doesn't match up with any clash either? Weird thing is I could swear I've seen this same anomoly posted on this forum before tho...

Looks like some kind of reeding. I don't see it as being a clash. Even though it was in mint cello it still could have got damaged at the mint.

I agree. A contact mark from the reeds on an edge of a coin.

Coins can be handled quite extensively before they're placed into mint packaging. Some denominations in Mint sets of certain years are notorious for their "bag" marks.
