I think thats a die adjustment strike. Neat find.

A die adjustment or the work of somebody with a file and some time. Most likely the first.

if it were the work of someone with a file the rim would be damaged. There aren't any file marks either.

Yup, die trial strike, and I've never found one of these, even though I've been watching for them for over two decades now.
