Of course I don't want to jump the gun, but is it possible that whoever assembled the set worked at the mint and saved the transition cents?

I am curious about this statement. What kind of transition are you talking about? They are either steel or bronze (never any kind of mixture).

They are nothing like the transition patterns that were made in 1941/42/43.

There were a couple experimental pieces in 1942 for the new planchets for 1943:
1943-Steel-With-Copper-Spots
1943-Steel-With-Copper-Spots
But the change over was instant. Copper to Steel and Steel back to copper in 1944.
1943-Steel-With-Copper-Spots
A few cross over pieces for each year. But no mixture of working stock metals.
