Lightly cleaned, but probably market acceptable. I note that it is in a PCGS holde, so you already have an answer.

I would say yes, the reverse appears to have been wiped in the past. It may have been deemed market acceptable by PCGS and I'm guessing that is the reason you are questioning it?

The scratch lines could be from rubbing hard with a cloth
I have a south african crown I clean for stress relief
Not saying it is but the crown also gets those lines.

This issue does not look severe enough to be called, "Lots of wire brush hairlines". On this date it appears market acceptable.

I don't personally see this coin as market acceptable. It has obvious hairlines on the reverse and hints of hairlines on the obverse that would likely show up under higher magnification. There is quite a bit of dark toning around devices but the rest of the coin is fairly white. Hence, long story short, very obvious cleaning. It's not a horrible value destroying type cleaning but it is certainly not something a TPG can or should be ignoring.

Saw that one pop-up a little while ago. Definitely cleaned at some point, even though PCGS did put it in a problem-free slab. Same dealer has also listed an XF-45 in a PCGS slab, which looks a bit nicer than the XF-40 shown, for only $10 more. That one also shows sign of a cleaning, although it looks like it is a much older cleaning and, to my eyes, has a bit more eye appeal.

Definitely cleaned, borderline on market acceptable, but I'd lean yes. I'd be curious how apparent the cleaning is in hand, as sometimes larger photos make the clean look much more obvious.

Super....thanks for the feedback. I would say wiped is a better descriptor, but the cleaning is obvious.
