When you turned the coin, did you rotate it vertical or horizontal?

US coins have a coin alignment, and UK coins have a medal alignment.

Pretty much everything in Utah is already backwards so why should the Utah quarter be any different?

I have no idea if this coin is one, but, my 2016 RedBook does state:

If you aren't joking us, then yes, that coin has value. Don't sell it without additional research.

It would be fun if you could post a picture made with a mirror to show both sides at once.
