It was altered by a counting machine/vending machine/parking meter but probably not a coin wrapper. Coin wrapper damage is a affects a little bit more inside the coin. How do I know it was one of the above? Note how the damage is parallel to the rim. If it were coin contact, it would not leave a parallel mark on that device.
