Possible 1960 D Small Date Over Large Date?

Hi all!

Could this be the large date over small date, or the small date over large? Devices are seriously flattened and there is huge scratches on the face. I'm just not sure. There is a slight mark where the D to the south should be. Hard to see in the photos unfortunately.

Here you can almost make out a slight mark above the D

To me it looks like PMD. I think the 0 in the date took a hit giving it the appearance of the doubled die. Mintmark does not seem to be close enough to the 9 in the date either. Just my opinion and hope I could help,
