Possible 1960 D Small Date Over Large Date?

Devices are seriously flattened and there is huge scratches on the face. I'm just not sure. There is a slight mark where the D to the south should be. Hard to see in the photos unfortunately. Mintmark does not seem to be close enough to the 9 in the date either.
