This is the direct result of a government that hasn't got the backbone to get rid of the 1 cent coin and has resorted to producing the coin in an inferior metal.

I think Nitric acid will do that. It won't harm the zinc much.
Conversely, HCl will dissolve the Zinc and leave the clad copper shell.
