I think its more of a combination of it being in a LDS or VLDS and machine damage, but there appears to be a split upper serif (This could also be due to the die state/MD). I've attached the normal 2 pictures but have another 1 upside down because of how reflective the coin is.

The lines in the center look like old die scratches. The outside edge looks like very small amount of MD. CONECA only lists 1 RPM for this year. That RPM is not like your coin.
