That is not a glob added to the coin. I is part of the coin. The post that forms the inside part of the 8 has broken off the die and even part of the surface is gone on the die. When this happens the cent is now filled because of the missing post.

On my drawing you see that the post broke off level with the die. On your coin it broke deeper on the die, leaving a raised area above the device. Interesting, but no premium. More of a thing to show to a new collector.
