Not a proof. It would have mirrored fields. Just look up a 1990 No S and you'll see the drastic difference. We call this a business strike.

Your coin is not a proof. It is a business strike and they don't have a mint mark.

It would look like this:

The 1909-2016 Philly business strike cents do not have a mint mark. So if you find one of these it is normal.

The mint mark was forgotten on the design for the proof cents that should of had an 'S'.

Not forgotten because they hadn't punched mintmarks into the proof dies since 1985. A business strike die was accidentally mixed in with the proof hubbed dies and sent out for polishing and then then shipped to San Francisco.

Are Planchets that are used in the making of proof coins special in anyway, or are they the same planchets used for business strikes? Thanks

The proof cent planchets have a slightly thicker plating layer to help prevent spliting of the plating from the two strikes.
